COMPETITION BACKGROUND

This Competition is co-organised by Energizing Kowloon East Office (“EKEO”) of the Development Bureau and Architectural Services Department (“ArchSD”) for redeveloping the Open Space at Choi Hung Road Playground. The proposed redevelopment aims to improve the environment and promote vibrant and diversified development which serves the local community and the wider district.

The competition, is open to professional group and student group, with a view to gathering creative design concepts and ideas for the redevelopment of the open space at the Choi Hung Road Playground into a more enticing, welcoming, and inclusive space.

ELIGIBILITY

There are two Entry Groups: the Professional Group and Student Group. 

Professional Group

  •  
  • Individual and team entries are permitted;
  • A maximum of six participants is allowed for team entries and a Team Leader should be nominated;
  • All participants, including the Individual Participant and Team Leader, must be aged 18 or over;
  • The Individual Participant or Team Leader must be a full member of one of the following local professional institutes: HKIA, HKILA, HKIE, HKIP, HKIS, HKIUD. Graduate member/ Non-members of these institutes are welcome to join as member(s) of team entries. Submissions shall be made in Participants’ own capacity.
  • It should be reminded that certain professional institutes have promulgated a Code of Professional Conduct requiring their Members to permit their subordinates and others they employ or superintend to enter design competitions with their prior knowledge on the understanding that it would not adversely affect the Member’s Practice or firm. For a Participant who is a government officer, he or she is reminded to seek consent from his/ her supervisor and consider conscientiously that there is no actual, apparent or potential conflict of interest prior to joining the Competition. By registering for the Competition, Participants are deemed to have obtained the necessary consent from their offices or employers for participating in the Competition.
  • Each Participant for individual Entries and Team Participant Entries must not participate in more than one Entry. Any Entry involving duplication of participants will be disqualified.
  • The Co-organisers reserve the right to modify the terms of the Deed of Assignment and Undertaking in the registration to take into account of any changes in the composition of a team.
  • In the case that a member withdraws from a team, the withdrawing member will have to execute all necessary documentation for assignment of Intellectual Property Rights and right of ownership to the Team Leader, waiver of moral rights and renunciation of entitlement to the Prize in a form to be prescribed by the Co-organisers. In the case that the Team Leader withdraws from the team, the Entry is considered withdrawn from the Competition.

 

Student Group

  • This Competition is open to all students who are studying full-time in universities or post-secondary institutes in Hong Kong or overseas, and are not participating in the Professional Group of this competition.
  • All participants, including the Individual Participant, Team Leader and Team Member(s) must be full-time student at the time of registration.
  • Individual and team entries are permitted;
  • A maximum of six participants is allowed for team entries and a Team Leader should be nominated.
  • Each Participant for Individual Entries and Team Participant Entries must not be participating in more than one Entry. Any Entry involving duplication of participants will be disqualified.

Proof of Eligibility

Student ID card of the Student Group Team Leader and Team Member(s) shall be provided by the participants for eligibility verification.

Membership certificate of the professional institute, or the Certificate of Renewal of Registration issued by respective registration body, of the Participant in Professional Group or the Professional Group Team Leader shall be provided for eligibility verification.

Ineligibility

The Organising Committee, Competition Advisor, Jury Panel (including Reserve Jurors) and Technical Committee are strictly prohibited from participating directly or indirectly in this Competition.

No member of the Organising Committee, immediate family members, business partners, nor any person who has been involved in the preparation or the organisation of the Competition, shall be eligible to compete or assist a Participant directly or indirectly.

In case any doubt on conflict of interest arises, the concerned member of the Co-organisers, Organising Committee, Jury Panel (including Reserve Jurors), Technical Committee and/ or the Participant shall immediately notify the Competition Advisor in writing.

The Organising Committee shall have the absolute right and discretion to determine the eligibility of any Participant and reserves the right not to disclose details of the ineligibility of any Participant.

Entry Submission

Details of Entry Submission

  • Eligible participants are required to submit entries in both soft copy and hard copy.  In case of any discrepancy between the soft copy and the hard copy, the hard copy shall prevail.
  • Eligible participants should submit their soft copy entries to the online submission platform via the competition website before 17 April 2023 HKT 17:00:00. The entry submission time will be based on the server’s record of the online submission. Late submission will not be accepted. 
  • Hard copy shall be submitted by post or by hand and must be received by the Competition Advisor at the address below from 20 March 2023 HKT 10:00 to 17 April 2023 HKT 17:00 during opening hours (10:00 – 13:00; 14:00 – 17:00, excluding Saturday, Sunday and public holiday). Please specify ‘DESIGN COMPETITION FOR REDEVELOPMENT OF OPEN SPACE AT CHOI HUNG ROAD PLAYGROUND’ and your assigned confidential “REGISTRATION NUMBER” at the cover of the submission.

  • Delivery by hand covers delivery by individual in person, by courier companies and express courier services. 
  • Entry submissions that are not delivered to the designated entry submission location before the deadline will be disregarded.
  • If Tropical Cyclone Warning Signal No.8 or above, or a Black Rainstorm Warning Signal or “extreme conditions” after Super Typhoons announced by the Government is/are in force within three hours before the hard copy submission deadline set out above, the hard copy submission deadline will be postponed to 5:00p.m. the first working day after all Tropical Cyclone Warning Signal No.8 or above, Black Rainstorm Warning Signal and “extreme conditions” after Super Typhoons announced by the Government has/ have ceased to be in force.
  • No responsibility will be accepted by the Government, any member of the Co-organisers, Organising Committee, Technical Committee and the Competition Advisor for any late Entry or damage to any Entry due to  failure of delivery.
  • Upon submission of Entries, Participants are deemed to have accepted all terms and conditions set out in the Competition Document.

Format of Entries

  • The submission file format must be JPG/ PDF, with a resolution of 300 dpi or above.
  • For soft copy submission, the maximum total file size should be 50MB.
  • For hard copy submission, each Entry should submit a maximum of two A2 panels (594mm X 420mm; maximum 13mm thick) foam board presentation panels in landscape layout format and numbered at the back as shown below for presentation and display purpose. All drawings are to be prepared to scale. Presentation panels extra to the above required panels will be disregarded and will not be considered for the Competition.

  • The Entry shall contain a layout plan, elevation and/or section, 
  • Computer renderings, perspectives or axonometric drawings showing the spatial arrangement, its relationship to the elements and surroundings; any other diagrams, illustration or details that can show the ideas and design concepts can be included.
  • Photographs, diagrams, collages and any other means of 2D presentation are permitted to illustrate the concept of the site-specific considerations and general layout of the design. Such information, however, must be presented on the A-2 size panels.
  • Entries should be designed according to the specific size of the assigned location as provided by the Co-organisers, whereas the content can be freely designed.
  • Each Entry should submit with a design statement explaining the detailed design ideas and concepts in English no more than 500 words. 
  • All presentation panels must be marked with Confidential Registration Number, on the top right hand corner on the back of each drawing. No other identification marks shall be used. All presentation panels shall be in a sealed opaque A2-sized wrapping envelope.
  • Once the entries are selected, the original editable files (i.e. Photoshop, Illustrator etc.) will be requested. Participants who fail to submit original files upon request will be disqualified.

The Design Requirements

The design should achieve the following key design requirements:

Addressing the Objectives of the competition

  • The entry design should address the objectives of the competition (refer to Clause 1.2 of the Competition Document) for the general public to enjoy the open space after the redevelopment in the future.

 

Innovation, Creativity, Originality and Aesthetics

  • The entry design should consider the planning and design of open space in terms of the activity programmes, spatial configuration, functionality, and integration within the surrounding context.
  • The entry design should adopt innovative and creative ideas for the active and passive spaces, and associated facilities.

 

Sustainability, Socially Inclusive and Children Friendly

  • The design should be environmentally friendly, children friendly and cost-effective. Green and sustainable design as well as ecological enhancement should be considered. The design should be socially inclusive taking into consideration of the historical and cultural identity of the park and the district, and respond to the needs of the neighbourhood. 
  • The design should take into account the comments and/or opinions collected by the Engagement Workshop (refer to Part 5 of the Competition Document). 

 

Historical Interpretation

  • Attention should be given to the conservation of the remains of the former Kai Tak Amusement Park, i.e. stone wall and flying bridge.

  • Impacts to existing mature trees should be minimized as far as possible for ecological conservation.

The Organising Committee reserves the right to change the number, composition and members of the Jury Panel without prior notice to the Participants, and such would be updated on the Competition Website.

Reserve jurors will be appointed for the purpose of replacing any juror who, owing to matters outside the control of the Organising Committee, is unable to perform the juror’s duty at the time of adjudication of the submitted Entries.

The Co-organisers undertake to accept the decisions made by the Jury Panel in relations to the selection of the Winning and Commendation Entries as final.
